PORTLAND, Ore. - The man who swiped a toddler from a stroller in downtown Portland on Sunday told a police detective that he planned to toss the 2-year-old girl in the front of a light-rail train, according to the arrest papers. Koon, a homeless man, told a Portland police detective that he “meant to harm the girl by throwing her in front of the train, and that he knew that it was wrong,” according to court documents.
